Marked "T EL 3063 104V" on the package, this is Everlight Electronics' EL3063, a random-phase, zero-cross Triac driver optocoupler. It's a phototriac-output optoisolator that provides electrical isolation between a low-voltage control (LED) input and a high-voltage AC output stage, using an internal zero-cross detection circuit to switch the output only near the AC waveform's zero-crossing point — reducing electrical noise and inrush current stress when driving a triac.

The device consists of a GaAs infrared LED optically coupled to a phototriac zero-voltage crossing detector, allowing it to directly or indirectly drive an external triac for controlling resistive and inductive AC loads such as solenoids, relays, and lamps, while providing high-voltage isolation between the control circuit and the mains-connected load.
